James Bilotta (Jim) has been blessed with a wonderful family. He and his wife, Elizabeth, have been married over 14 years and have two children, Zachary (8 years), and Eleanor (6 years). The Bilotta family lives in the Forest Hills subdivision of unincorporated Lockport.
Jim has been associated with the development and management of real estate throughout most of his life. His family has been in the real estate management business for over thirty-five years, and he has personally been actively involved in real estate for the past several years.
In 1991, Jim became involved with The Stough Group, Inc. as one of the initial officers. As Vice President and the Director of Operations, his responsibilities included developing and implementing management plans, tenant selection plans, and operation manuals for all developments. While living on site for nine years, Jim oversaw all aspects of the developments including leasing, marketing, maintenance, and public relations. Since 1991, The Stough Group has grown from one development of 44 units to eleven developments and 494 units today.
In 2000, Jim became the project manager for a nine building, fifty-unit affordable senior development in Lockport known as Gale Gardens Apartments. In this role, he was responsible for overseeing the entire process from the construction phase to completion in the summer of 2001.
In 2001, Jim formed Housing Properties, Inc. (HPI). HPI specializes in senior citizens housing development and management. He also provides consulting services for various developers in the senior housing market. His first hand experience with senior citizens has brought on a new style of management for the aging population.
Jim attended Illinois State and Governors State Universities. He is a former member of the Village of Bellwood's Zoning Board and Planning Commission while serving as the Chairperson for the Bellwood Beautification Committee. Jim is an Illinois Attorney General certified Elderly Service Officer and a past four-year member of the Elderly Service Officer Association (ESOA).
Since being elected to the County Board in November of 2002, Jim has been appointed to several important committees. He is Chairman of the Public Works Committee, a member of the Land Use and Zoning Committee, a member of the powerful Executive Committe, and the Will County representative to the Northeastern Illinois Planning Commission (NIPC). Jim is socially active with the Shady Oaks Cerebral Palsy Camp in Homer Glen, the Homer Township Senior Housing Committee, and the Lockport Moose Lodge, Lockport Lions Club, Homer Glen Community and Nature Center, and St. Joseph's Church.
